Emergency Management Coordinator
Summary: Under the direct supervision of the Emergency Manager, this non-exempt position assists in the development of the County's Emergency Management Program and coordinates the implementation of the plan; develops, implements and delivers emergency preparedness educational programs; and performs directly related work as required. Establishing and effectively maintaining working relationships with the Emergency Manager, City, County Fire, Emergency Service Departments, County officials, employees, other government officials, members of the business and industry community, and the public.

Essential Function Statement(s)
Assist in activation and coordination of the Emergency Operations Center during weather-related disasters as well as during other local emergences involving hazardous materials, large loss fires, aircraft incidents, etc.;
Assists in directing emergency management activities, including conducting vulnerability analysis and risk
assessment and supervising the development and initiation of early warning and public-broadcast systems;
Assists in coordinating with various agencies to establish evacuation corridors, including establishing emergency support functions, resolving special needs issues, and improving plans and procedures;
Provides secondary supervision in planning and directing coordinated responses to disasters, including assessing community and organizational needs and directing exercises to rehearse contingencies;
Assists in training of community and other agencies. Training is held to Homeland Security Exercise and Evaluation Program standards (HSEEP);
Assists in the County Exercise Design Team and scheduling exercises and assisting as needed through the exercise process.
Volunteer management recruitment and sustainment and any approved community or citizen participation program;
Ensures CRMCS system is maintained and produces requested cards etc. when others are gone;
Ensures Tier II reports have been file by others, in Marplot Cameo, Excel, and hard paper copy in file;
Serve on committees in the County and/or community as requested by Emergency Manager;
Assists in the implementation of necessary updates to the County's Emergency Management Plan and Program;
Assists in directing the planning, coordination, administration, and training of emergency management operations and maintenance, including preparing and maintaining the procedural manual for emergency ensuring expenditure of resources and equipment is documented for accountability and Federal reimbursement, etc.;
Develops materials promoting personal, family, school, business, and community preparedness in the development of their disaster plans;
Communicates with business leaders and community groups to promote emergency preparedness, including directing and providing demonstrations and directing the preparation of written materials;
Provides limited guidance to local officials on methods for executing emergency operations, including communicating hazard analysis and vulnerability studies;
Represents the County at events where community preparedness is promoted;
Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
Responds to citizens' questions and comments in a courteous and timely manner;
Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs the duties of the Emergency Manager during his absence;
Performs emergency or disaster-related duties as assigned by the Emergency Manager;

Must possess a Kansas Drivers License.
Able to work legally in the United States
SKILLS & ABILITIES
Experience: Experience in emergency management or public safety is required.
Education: High school diploma or equivalent is required. Associates Degree in Emergency Management, Business or Public Administration or closely related field preferred. Complete additional training toward Emergency Manager Certification within 24 months of hire date.
Skills: Substantial knowledge of the regions geography, topography, demographics, and road system; the ability to operate a computer, common office equipment, audio-visual equipment. Public speaking as well as logical and creative thought processes.
Problem Solving: Problem solving is an important factor in this position. Ability to quickly and accurately analyze a situation and determine proper PPE and emergency response is crucial.
Decision Making: Decision making is required in the absence of the Emergency Manager or as assigned.
Accountability: Assists in the preparation of the Emergency Management budget and monitoring expenditures.
Supervision: Employee reports to Emergency Manager, but is expected to exercise independent judgement and initiative following established protocol, plans, and procedures.
Personal Relations: Frequent contact with other departments and the general public.
Working Conditions: Adverse working conditions could exist relative to weather and emergency conditions. Extreme stress and physical danger are a possibility in this position.
