Job Description

THIS IS A DUAL SITE POSITION THAT IS REQUIRED TO TRAVEL TO BOTH SITE LOCATIONS IN SALAMANCA, NY AND IRVING, NY BASIC FUNCTION : The Chief Medical Officer (CMO) provides clinical oversight, guidance, and advice to the Seneca Nation Health System (SNHS) regarding quality, patient safety, clinical programs, public health, provider staffing and retention, and staff medical education. The CMO acts as a liaison between the SNHS and external/regulatory bodies. The CMO coordinates educational activities following the rules, regulations, and customs of the Seneca Nation and external agencies. GENERAL RESPONSIBILITIES: Oversees development, implementation, and review of medical policies, procedures, and protocols for quality ambulatory health care programs. Consults with the Director of Quality and Director of Nursing to maintain quality assurance and continuous improvement measures for clinical care. Participates in PRC meetings regarding purchased/referred care. Engages in medical staff activities, including program review, meetings, and committee assignments. Chairs staff provider meetings and the Pharmacy and Therapeutics Committee. Participates in other committees as needed. Participates in provider recruitment for on-site services. Advises the CEO on clinical program changes and develops new programs as needed. Serves on the SNHS EHR committee to ensure clinical staff and providers have input in electronic medical record decisions. Acts as Medical Advisor during community health emergencies. Collaborates with leadership to monitor staff compliance with regulatory and accreditation standards, addressing deficiencies as needed. Develops and promotes preventive health care programs across SNHS. Provides clinical care aligned with established standards and SNHS policies. Supervises clinical staff, including evaluations and disciplinary actions. Reviews standards of the SNHS Professional Staff Bylaws. Supports Patient Centered Medical Home initiatives and QA/QI programs. Conducts peer reviews of licensed providers to monitor quality and operations. Revises medical care policies and protocols regularly. Updates all medical unit standing orders. Manages the NYS NYSIIS Vaccine program. Handles CLIA laboratory and radiology registrations. Provides leadership to patient care professionals and sets performance standards. Maintains professional growth through seminars and affiliations. Participates in administrative planning and budgeting related to medical services. Ensures quality service delivery, reviews incident reports, and implements improvements. Attends all required meetings, trainings, and in-services. Adheres to all policies and procedures of the department, Nation, and SNHS. Supervises and advises medical, dental, optical, pharmacy, and diabetes units. Provides in-service training and assists in program development. Complies with employment agreements and participates in re-credentialing processes. Maintains patient files per policies and privacy laws. KNOWLEDGE, SKILLS, & ABILITIES: Medical direction and supervision of licensed professionals. Excellent communication skills. Strong interpersonal, negotiation, and analytical skills. Ability to adapt, prioritize, and delegate tasks effectively. QUALIFICATIONS: MD or DO from an accredited medical school, with board certification. Current New York State medical license. CPR/First Aid certification. Minimum five years of clinical experience with knowledge of QI, Risk Management, and Peer Review. Experience in hospital, outpatient, or Indian Health Service settings preferred. #J-18808-Ljbffr
