Position Overview:

Under the supervision of the Director Public Health Preparedness & Response (PHPR), the PHPR Associate Director will play a lead role in preparing, responding and recovering from public health emergencies. In the Director's absence, this position is responsible for managing all program requirements for the Public Health Preparedness and Cities Readiness Initiative grants and will work with the Director on the budget allocation for both grants. This position plans a key role in all preparedness activities and will work across many disciplines to accomplish the level of department readiness.

This position will also serve as the Deputy Emergency Management Coordinator for the department, and will have a key role within the County Office of Homeland Security & Emergency Management and Department Incident Management Team during planning and or response activities.

Duties & Responsibilities:

* In collaboration with the Director, oversees the strategy, planning, response and recovery for the PHPR program and all HCPH emergency operations.

* Provides oversight and guidance for preparedness planning and operational programs including Strategic National Stockpile and chemical/biological/radiological/nuclear response.

* Assists the Director with the federal grant applications, and participate in fiscal audits. Coordinate with operations and finance on budget forecasting for all preparedness grants.

* Responsible for internal participation with regards to the HCPH department strategic plan and other work groups as assigned.

* Serves as a Liaison for the Office of Communication Education & Engagement, working with the staff on preparedness topics and content for the department web site and any outreach publications for the Public Health Preparedness & Response Division. Serves as the Liaison for Information Technology or project support with the Project & Business Technology group.

* Performs trainings and presentations on public health preparedness and response to various audiences, including medical and other health professionals, educators, and the general public.

* Responds to media inquiries and requests for interviews relevant to public health preparedness in accordance with HCPH policies.

Requirements

Education:

* Bachelor's degree in Public Health, Healthcare, Social Work or other related field.

* Valid Texas Driver's License.

Experience:

* At least five (5) years of experience in safety, public health, environmental, fire, security, healthcare and/or emergency management related field, emergency management planning, mitigation, strategic national stockpile, response and recovery, or related field.

* At least five (5) years of leadership experience.

* At least three (3) years of experience with emergency planning.

Knowledge, Skills and Abilities:

* Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)

* Excellent communication skills (verbal & written)

Position Type and Typical Hours of Work:

* Days and hours of work are typically Monday through Friday, from 8:00 am to 5:00 pm.

Work Environment:

* This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Can work in extreme conditions during an emergency response or pandemic.

Physical Demands:

* This is an active role and could require the ability to lift up to 30 pounds and bending & standing for periods at a time.
