Project Scope: The Montana Motor Vehicle Division (MVD) is seeking an experienced Android App Developer to lead the development of a mobile driver license (mDL) verification reader app. This short-term contract requires immediate onboarding and rapid delivery, with the app ready for testing by August 1, 2025, and public release by September 1, 2025. The app will be based on the Maryland Mobile ID Check system, with modifications tailored for Montana's needs. Roles/Responsibilities: Design, develop, and deploy a secure Android mDL verification reader app. Implement core features such as provisioning, displaying, and verifying mobile driver licenses. Ensure compliance with relevant digital ID standards, including ISO 18013-5. Integrate with government systems for secure data access and identity verification. Incorporate advanced security measures including encryption, tamper detection, and secure APIs. Design a user-friendly UI/UX for seamless interaction and accessibility. Conduct thorough testing and validation, including unit, integration, security, UAT, and compliance testing. Prepare the application for launch on the Google Play Store. Support post-launch maintenance, updates, and compliance requirements. Mandatory Skills: Android Development (Kotlin/Java): Proven experience building Android applications. Mobile Security: Strong knowledge of encryption, secure data handling, and authentication. Cryptography: Implement and manage secure cryptographic protocols. Identity Verification Technologies: Biometric authentication (fingerprint/facial recognition) and digital ID integration. API Integration & Networking: Proficient in secure API design and communication protocols. Database Management: Securely manage user and license data locally or remotely. UI/UX Design: Build intuitive, clean, and accessible interfaces. Regulatory Compliance: Understand and apply data protection regulations and standards (e.g.,

ISO 18013-5).

Testing & QA: Experience in automated and manual testing, including penetration and compliance tests. Project Execution: Ability to work independently and meet strict deadlines with minimal onboarding. Desirable Skills: Experience with Government Systems: Familiarity with integrating public sector IT infrastructure. Mobile Driver License (mDL) or eID Projects: Prior experience in similar digital ID initiatives. Cross-Platform Awareness: Understanding of iOS or cross-platform mobile development. Agile Methodologies: Experience working in Agile/Scrum teams. Knowledge of MDOT MVA App: Awareness of the Maryland Mobile ID Check system. Cloud Integration: Experience using AWS, Firebase, or other secure backend services.
